Legal Question in Family Law in Maryland

I have been trying to research Maryland law to see if there are any prohibiting the placement of an infant with its father (mother has surrendered all rights and custody and is not contesting placement) and his male partner who is on the sex offender registry for non-violent offenses?

The court has discretion to look to the best interest of the child. Obviously, the court will consider your partner a danger to the child. Although it is impossible to guess what the judge may do, it is very unlikely that judge will place the child with you, especially if your partner is prohibited from living with children.
