ugly custody battle

my fiance now and his ex have joint shared custody and no child support with no set residence according to a court order here in md. she has not let him see him and moved out of state without letting anyone know and filed for child support becasue she cant work due to an active case here in md where she owes like 23 gs to a bank. is she in contempt not only by not letting him see the baby but moving out of state and filing a false doucument. this active case involves garnish of wages so she refuses to work so she moves to pa and files for child support when a child support order is already in affect. what can we do?
