Who pays for limb removal, tree owner or property owner?

Generally, the property owner, but if the tree was diseased or something and an obvious threat to your property (assuming you're the property owner) and you asked the tree owner to remove it and he refused, you might have a claim for reimbursement if you went ahead and had it removed to protect your property.
