Re: release of garnishment

Contact the department at the bank--usually it's the legal department--and find out what they need to release the account. If the court issued an order quashing the garnishment, then there should be nothing preventing you from withdrawing your funds from the account. It may be that the bank feels what the court sent them doesn't authorize them to do so, and they don't want to be caught between you and the judgment creditor. If you can get what the bank needs, you should be okay.
