Breach of contract

In Ft Meade MD, Base housing was made private. contract belongs to Picern. I arrived from Overseas and when i got here Picern had lost my house application. The only house they offered me is in substandard conditions and they said that if we accepted the house after the period of one year they would give us a better home to wish we could move at our own cost. they also backdated my house application to the day I recived orders to overseas in order to make me ''hot'' in the moving list. a year and 4 months have pass and they now say that they will not honor the verbal aggrement that was made (although they acknowledge that they had made such verbal aggrement)because they lost ''the moving list''. Can I force them to give me the house I deserve under any legal grounds? i have witness of such arrangments and verbal contracts. Please help...Thanks and God bless.

Verbal contracts are enforceable but being that this was an agreement for the lease of property, it should have been in writing.
