i have a written contract with a tenant who is not paying, but is moving out before she has paid me. can i take her to small claims court for the rent and the money she owes me?

Yes you can. If you have a written lease, and the tenant has not paid, you can sue, get a judgment, and then try to collect on it. The only question for you is whether the amount she owes is worth your time and effort suing and trying to collect.
