Local Government Claims Tort Act

I just sent a question regarding who to serve in Baltimore County government regarding their negligence. Besides monetary damage, I have suffered greatly. I have researched this and have great arguments to present my case. I have tried to find a lawyer to assist me to no avail. It seems there are no lawyers expert in suing local governments. I am about ready to sue. I know alot about this type of Tort but still need legal help. Is there anyone on this site that professes to know this area of law.

Service of process will vary depending on the action being brought. The Local Government Tort Claims Act (Md. Code Ann., Cts. & Jud. Proc. �� 5-301 through 5-304 (2002 repl. vol.), hereinafter �LGTCA�) is a statute enacted by the General Assembly and signed into law in 1987, amendments conforming. The LGTCA "generally" requires that plaintiffs give local government defendants notice of claims within 180 days of the injury, � 5-304(a), and that such notice be given to designated government officials. The period for action begins in conformance with Maryland's notice requirements set forth in common law. This notice requirement preceeds any filing of a complaint; however, a complaint filed within the period will accomplish the same result.
