Condo Management Responsibility

I live in a third floor Condo in Carroll County, Maryland. The Condo Management Company under the provisions of the Condo Association are required to maintain the outside of the condo. I have birds building nests in my dryer vent. The flaps that protect the opening are gone. I contacted the condo management company about having the vent repaired and was told this was not their responsibility. According to the insurance company, who insures both the condo managment company and me, if the outside flaps to the dryer vent are not there, the management company is responsible for replacing the flaps. I have called the company several times, and not received any response from them. I also requested names and addresses of the Board of Directors to enable me to voice my concerns to them. The management company has not responded to my request. Please give me legal opinion on the management's company responsibility.

The condo bylaws should spell out who is responsible for this kind of repair. Generally, outside maintenance is the responsibility of the condo management.
