Is it ethical and/or legal for a condo association to deny or question insurance paid claims the home owner submitted to the insurance company because the association feels the claim may be over priced?

Certainly if the association feels the claim might adversely affect its coverage or the premium going forward, it has a right to question the claim, just as you would if someone filed a claim against your homeowner's policy which you felt was overstated.
