real estate or fraud?

We purchased a house 2 years ago and have discovered a large amount of dry rot was covered up by sheet metal and siding just before it was put on the market. It was not disclosed on the property disclosure and disclaimer statement? Should we talk with a lawyer, or to the previous owner?

At this late date it's highly unlikely that the previous owner will be responsive to your complaint. I suggest you first consult with a contractor who has expertise in repairing this kind of problem to see if you can establish that the dry rot predates your purchase of the property. If you can do that and prove that when the sheet metal was installed, the presence of the dry rot would have been obvious, you have a basis for a claim against the previous owner. At that point contact an attorney with experience in handling real estate matters and also litigation.
