Does the executor of the will have the right to decide on how the house is sold in an estate if this is not stipulated in the will?

Yes, but not without being able to assure the estate beneficiaries that the sale is for a fair price consistent with its market value. If all the beneficiaries are in agreement on a particular sales agreement, no problem. But if the executor anticipates differences of opinion among the beneficiaries, he/she should engage a professional appraiser to conduct an appraisal of the property before putting it on the market.
