Can County Police issue violations on Federal forms?

It makes no sense that I had been at a red light when this police car came up in the traffic and sat there. When the light turned green he turned his flashing lights on and got behind me in the traffic and pulled me over for speeding at this intersection. I will be fighting this in court, but I wanted to know if I was not on Federal/Military property, but this ticket gets mailed to a Central Violations Bureau in GA. According to my County's website they would have a ticket that I would have received two copies of. One copy would get mailed to my County's Court address. Can a County Police officer issue a Federal or Military ticket to someone, even if they weren't on the property, but only near it? Thank you for your reply.

The form of the ticket is not a legal defect however if the wrong form is used it is unlikely that the case will get to the correct court. In Md., state traffic law generally appplies on Federal property.
