Chapter 13 Notice of nonevidentiary hearing

What does this mean. Do I have to attend the hearing? I have been in the Chapter 13 plan for 1 yr and have never missed a payment. They say I do not have enough money for the plan.

Call your lawyer. If you don't have one, get one. What it probably means is that the plan needs to be amended to correct an arithmetic error. This is easy to do IF you know what you're doing. You need a lawyer to help you.
