Legal Question in Criminal Law in Massachusetts

Hi my boyfriend is in jail right now for getting caught with weed in a school zone , but he did not get sentenced yet, now i know they are saying he will get 2 years mandatory. But i have ben hearing on the radio and online that they are coming out with a law about relaxing on mandatroy cases with drugs. And i would like more information on it and i would like to know if its true and when its going into effect.
