Legal Question in Criminal Law in Massachusetts

How does Statutory rape apply between a 17 year old and 14 year old? Do the parents have to press charges on the older individual for him to get in trouble with the law or will there be investigation if the 14 year were to get pregnant? Is there a way of avoiding such charges?

The way to avoid it is to not have sex with someone under 16. Anyone can report and you are looking at prison time,and having to register as a sex offender.
