how does somebody with 3 dui s and one of them a hit and run which he injured a guy no t serve jail time

Not sure as I dont know all the facts of the persons past cases-but I would say that it may be due to the circumstances in general-every case is different. Remember that anyone can be charged with any crime-it dosen't mean that they are guilty. |
