Legal Question in Family Law in Massachusetts

I know someone who has 2 kids and one on the way. She does not have custody of the older 2, they have been taken away and custody has been given to her mother. She has been arrested and is often a drug user. She is clearly unfit. Her mother was just diagnosed with breast cancer and is going through a rough time. She will probably get custody of this new baby too. Her parents have tried to get her to get her tubes tied but she says she doesnt want to just incase she wants more kids. But we all just know that if she were to have more children custody will be given to her mother again. I dont think that her mother can handle any more. Is there anything that she can do to "force" her daughter to either get her tubes tied or be forced to be on birth control?

No. It is the mother's constitutional right to do what she wants with her body. The only way this might be allowed was if mom was determined to be incompetent by a court and then it is not any guaranty.
