Possible Child Abuse/Dental

I have a friend thats 16 years old. She has very serious dental problems. She hasnt been to the dentist for over 7 years. Her mother has the money to take her to the dentist, but her mother refuses to take her to the dentist. She has already developed 3 cavities, and she is constantly in pain. She even has difficulty eating. Is this illegal? Is a parent legally obligated to take their child to the dentist? What can she do?

This is neglect, and should be reported to DSS while the child is still within its potential jurisdiction.
