can the other parent be tested to see if they are still using?

i live with my boyfriend and his two children who have been living with us for the past 3 yrs their mother just got out of rehab for heroin and is supposibly on methadone she wants to see the kids onlytwice month they dont want to, is there a law or a way to make her get tested to see if she is still using because we think she is again and if so we dont want the kids there.
