harassment from neighbor including mail fraud

I am a social worker, inquiring on behalf of a client who is being constantly harassed by a neighbor. This woman screams across the street, including using racial epithets against her children and their father. She uses my clients address for public benefits she applies for. She ''reports'' her to agencies to falsely accuse her of fraud and child abuse. She vandalizes her property when they are not at home. She dumps large trash items in her yard. Does my client have any access to legal protection, as the police have been very reluctant to get involved. Thanks,--name removed--

Your client should seek a restraining order from the court. If your client has limited resources, I suggest you contact the Volunteer lawyers project of the Boston Bar Association. She could try it by herself, but it's better to have a lawyer. Good luck.
