Legal Question in Civil Litigation in Massachusetts

My mother sustained property damage incurred by the city when they replaced sewer pipes on the street she lives on. The city has refused to fix or even acknowledge the issue, but it is know the now that runoff water has been flowing into sewer system which is a violotion in massachusetts. she was told by various people (non lawyers)the max amount a person can sue a city in massachusetts is 100,000 dollars . Is this correct? Property damage is at least that and more since the problem has been continuing for 6+years.
