Start and Internet business on H4 visa

I have recently quit my job. I had an H1B visa and now I am on H4 visa.

I would like to start an internet business, in which I will be the only employee.

I know that I am not allowed to work in the U.S on H4 visa.

Can I still open an Internet business? does it make a difference if the host (the computer that the web site resides on), is in the U.S.A or in a different country?

Normally, you would need a new visa status to start the business. There may be some other options.
