Legal Question in Real Estate Law in Massachusetts

To whom it may concern,

We have a small delima. We are a 23 unit condominium with one dumpster in the corner of our parking lot. It is not a gated parking lot. We have observed in the last few years people are illegally dumping in our dumpster. Of course, they do it in the middle of the night when most people are not awake.

We know if we catch them, taking the license plate number would have severe consequences for them. We had one we caught and the violator came and took back his debris and apologized. We did not go any further with any charges. Since then, others have been dumping and unfortunately we haven't been able to catch them.

My question is this. Would there be a liability issue with personal saftey of the owners of the condominium if we put a couple of fake cameras around the dumpster do deter violators.
