Who is at fault for carbon monoxide and safety in a dwelling?

A two family dwelling house, people below us where burning charcaol in fireplace numberous times creating dangerous carbon monoxide in our apartment. Fire Department address these people when we almost die. I asked landlord to come and talk to these people he refused. These people where lighting candles thru out the house and leaving while candles where burn. Called F.D. twice for this. My childrens doctor told me that he didn't want my kids in that house to move. I moved already however physical we are ok but emotional I am a reck. Landlord won't give me information on house insurance either for medical bills.Landlord or tetant is responisble?? Or both

Your contract is with your landlord, your recourse is with your landlord. Call the board of health. Send a letter in writing

asking for your landlord's insurance company. If the landlord doesn't give you the insurance information within ten days, file a

criminal complaint against the landlord for failing to give you the insurance information.
