Legal Question in Real Estate Law in Massachusetts

A landlord bought the building my sister lived in and she moved out. He is harrassing her saying she owes him money eventhough she left and never signed a lease with him. He claims they had a verbal agreement. He was in her place of work (a store) and demanded that she give him money. Is that legal?

No. The attempt to collect a debt by confronting someone at work is a violation of the Fair Credit Collection Practices Act and may be a violation of MGL c 93A. This is true even if the Landlord has a good faith belief he is owed the money, or even if your sister admited owing him rent.
