owner of house

three people originally signed all the paperwork for a house. years later a bank bought out the mortgage and omitted one of the names. all the paperwork for the house comes in two names except the waterbill. Who owns the house

The names on the Deed controls ownership not the names on the mortgage or the mortgage statement.

You may be confusing ownership with the mortgage. When you say the bank bought the mortgage what do you mean?

Whoever's name appears on the DEED that is recorded with the county registry of Deeds. Mortgage and waterbills are just issues about who is responsible for paying those bills.
