Legal Question in Real Estate Law in Massachusetts

I live in Florida, My daughter and her husband and 17 month old son live in a condo Basement floor in Massachusetts. They woke up this AM for the 2nd time this year with a flooded living rooom and 1/2 the Bedroom. The condo association had a contractor fix the damage the last time this happened. evidently there was cracks in the foundation wall which is causing this. If you look at the side of her building around the window you can see two different types of brick and Morta, like there may have been damage. No one knows anything about the damage or past water problems. When they had it inspected under the carpeting was some minor rust around some of the nails. Which may have been caused by old steaming of rugs, (The inspectors report).The last time this happended they were told they would have to wait until the warm weather to have it repaired. They have no condo insurance except the master condo insurance and not much money to pay a mortage and a rent until the damage is repaired. What can they do???

Not familiar with Mass. law, but the obvious suggestion that came to mind is fully investigate whether they may have a claim or relief under the master condo's insurance policy.
