making professors accountable

Are professors contractually bound to teach the entire time that is indicated in the course schedule ?

I signed up for and paid in advance for a course that was to be taught once a week from 8am to 1pm. The professor was an hour to an hour and a half late every class period.

I filled out a complaint at the student service center addressing this issue and nothing changed. I feel I did not learn the material as well as I would have if he had held class for the entire time. Also, I think it was unfair for other students and myself to wait an hour every day for him to show up. I am thinking about taking it to small claims court; and I want to know if I have a chance.

This would be a waste of time in small claims court. You should negotiate with the school, complain about the course and get it taken off of your record and your funds transferred to another course. Slavery was abolished many years ago: they can't make him do anything.
