Legal Question in Credit and Debt Law in Michigan

Dear Sir,

I was a former student from an Asian country and during my tenure in the US I have incurred several credit card debts and have since left the country since 1995. I would like to know if there is a law either State or Federal, is it an offence?. How do I solve this problem? I would like to return to the US but I was told by my firends that I will be arrested upon arrival because of the credit card. Can Section 11 be of any assistance.
