Legal Question in Credit and Debt Law in Michigan

Can garnish a bank account without a judgement?

I have a small ad agency in Missouri. I have a client in Michigan (Saginaw). They owe me $8000 for TV media time I bought in his behalf. Collection agencies are a waste of time. I'd like to just garnish his bank account. Can I?

Do I need a judgement? I was talking to someone from one of those payday loan places and hwas told that they send garnisments to banks all the time (to collect on defaulted loans) without the benefit of a judgement. They did say the banks don't always honor them. But that is in Illinois. Is that true in Michigan?
