my sister has a boyfriend that has a dui felony in michigan but they want to move to florida for a better life. are they able to transfer his stuff to florida from michigan?

Why doesn't the drunken boyfriend ask his probation/parole officer first?
Once he's sentenced, the officer makes all the decisions.
