If a birth certificate was signed by not the biological father what are the legal rights of the biological father

Whether or not he signed the birth certificate or whether or not his name appears on the birth certificate has no legal significance. What matters is if he signed an Affidavit of Parentage which would give him rights as a legal father. The other way to be the legal father is if a child is born during a marriage or if a court-ordered paternity test determines he is the father.
