Legal Question in Family Law in Michigan

I am a step mother to a 8 year old, I have been with her father since before she was born, we have the child 3 days a week, every week but the mother has physical legal custody and we have not been back to court since the child was 5mnths old, The mother is a unfit addict, they child is in 2nd grade and has attended 4 schools, lived in 19 different places including 2 shelters and a trailer with no power, the mother has been in rehab 4times the most recent being this november however she is using again as of today, the child is now being left with her ill grandmother in a rent by the week room with 2 other adults, I have a POA on my husband and would like to know what I can do to get my step child in my home, we own our home we are stable we dont move, we dont have debt, we are good people, we have good jobs, my husband is deployed, the 8 year old is very close with me and her two siblings, we can give her a stable environment and safety, please please help i am lost on what to do
