Legal Question in Military Law in Michigan

Civil suit possibility?

I have been a member of the National Guard for 21 years. In May of 2007 I was charged with sexual assault. I wanted to have the civilian authorities called and have it handled outside of the base as they are inept to handle something like this. They refused to and the ensueing process was a long and incompetant one which left my reputation severly damaged. The base was in violation of a couple standards. Also, my JAG rep was of very little help from beginning to end. The actual punishment was for ''unprofessional relationships'' in the end. Although the alleged offense occurred in May of 2007, the section 15 was not final till Jan of 2008. Is there a statute of limitations if I were to pursue a lawsuit against the state of Michigan? Can you refer me to a lawyer who is knowledgeable about military law? Please help
