Legal Question in Personal Injury in Michigan

I was in a car accident and I think the landscaping and greenery in the median caused the accident by blocking the other drivers view. I lost my car in the accident and have no collision coverage and I was wondering if I could possibly sue the city for causing the accident? It was an old car so it could potentially be small-claims. If the city is in control of the area with the bushes, it would be their responsibility to clear the view. However, this is a somewhat complex case and for the amount involved, would probably be cost prohibitive. You may have to bring in a road expert and that costs a fortune.
