Legal Question in Personal Injury in Michigan

I was injured in an automobile accident, that was NOT my fault, in September of 2002. Since then I have received multiple treatments for the pain in my neck,head,and shoulders. The insurance that we carried at that time was Allstate and they have balked at paying the bills ever since the onset of this situation. Not only have they balked at paying the bills, they pay a minimal amount of the billed amount. Recently I had surgery because I could not continue existing the way that I had been and they are not paying anything to these bills. My health insurance is my primary and they are my secondary but I am receiving multiple bills from everyone because there are balances owing. Why should I have to pay out of my pocket for injuries that were not my fault?
