Sewer assessment levied, but not on title

We purchased a house in March, 2004. A few months after moving in we received a sewer assessment payment notification ($9000) for an assessment that had been levied late in 2003 with first payment due in July 2004.

The assessment was not on the real-estate listing, nor on the title to the house and the first notification we received was when we received the payment due letter.

We have heard we may have recourse against either the title company, title insurance, our lawyer or the home's realtor, but don't know the correct course of action.
