Strictly from a legal standpoint, the answer is "no". However, many sellers want to see a pre-approval letter with an offer (I always advise sellers I represent to get one). Otherwise the seller may be accepting your offer and taking the home off the market when there is no way you can close the sale. So, "legally" a letter is not required, but "practically" a deal may not happen without one. As to just viewing the property, I haven't seen a seller put this type of restriction in place, but I don't think it would be illegal.
