Off hand, I do not know, although I strongly suspect not if even the President is not exempt!! If there is a real issue here, instead of this being a general question of curiousity, you (or whoever is concerned) needs to contact an attorney as soon as possible. This is not just to give the stock answer 'see your lawyer', but because the way such cases are handled BEFORE getting to court has a strong impact upon your chances of obtaining justice....particularly if your defendant is a Congressperson. For one: you need proof, proof and more proof, which will vary depending upon the type of sexual harassment you have in mind. It's not just a matter of walking into court and saying "I was wronged." Paula Jones had no case because she couldn't show any recognized form of LEGAL harassment: a one shot request for sexual relations in a work environment can be obnoxious or it could be the start of illegal harassment, but it is not in and of itself enough to claim legal "sexual harassment," UNLESS it's a case of "do it or be penalized," which has a greater chance of getting to trial.
