If a person completes a construction request and the landowner has paid him 6500.00 to date. the job balance is 10,200.00. but now says try to get money from me and put a stop payment on the 10,200.00, he was to pay.

If you haven't already, the first step you'd want to take s to get a mechanics lien filed. The time frame to do so is limited, so you probably want to consult a local attorney experienced with mechanics liens and collections about this.

If you are the contractor, you should immediately have your attorney send a Demand Letter, followed by filing a Mechanics Lien.
