Legal Question in DUI Law in Minnesota

Good evening,

I know a person from Minnesota (licenced in MN) but currently lives in Florida

They have a B card license because of 3 drinking violations and also has a breathalyzer that stops the car from starting is alcohol is consumed.

I thought that with the B card A person is saying I will not consume any alcohol, but this person drinks often.

There is another car that this person owns that doesnt have the breathalyzer in it and they use it to drive to the bar, drink and drive home often. What should I do about this, if anything?

You could file a police report. But I recommended leaving it alone.
