Minor Consumption

My 16 yr old son was driving home and got pulled over for not dimming lights and the police office decided to give everybody a breathilizer and my son blew zero can they still test the passengers of the vehicle? Three of the minor passengers had a trace of alcohol did they have the right to test them?
