Cutody/visitation - possible abduction

Child(8 year old) little boy was not returned to his mother this morning at the airport in Minnesota after summer visitation with his father. Mother left Minnesota this morning to fly back to Texas without her son. Her attorney and the expeditor is on vacation. Mother is very distraught that her son wasn't returned to her. She did not abandon her son. Her son is willfully being withheld from her. Is this Spousal Abduction? If so, what can be done?

Child is due to start 3rd grade tomorrow. The father did the same thing last year and child missed a school day. Last year, the mother stayed in Minnesota an extra day (costing additional air expense) and missed a day at work to bring her son home. The year prior, the father did the same and the mother lost her job. The mother is a single parent that was awarded primary custody and child support. She has not received any child support from the father. She has no resources to fight father in

court. We need a contempt of court motion to be filed. What can be done? Can you help?

It is not a parental abduction since the mother knows where the father and child are located. It is a civil matter that must be handled with an ex parte order and/or Motion for contempt filed in family Court.
