does father have rights to know about location of minor children

My friend and his ex are not on good terms, in fact she has a restraining order against him. If she remarries and moves the children, age 14 and 10, to another state, does my friend, the children's father, have a right to know what town they moved to, their address, phone number, etc.?? (because right now his ex is withholding this information from him and the paternal grandparents)--His ex's mother knows where they are but is not saying--Doesn't he have a right to know where his children are and where to send child support payments to them in the future???

Yes. In Miss., the parties are required by court order to keep the other informed about address changes and to file changes with the court. If the absent parent fails to do this or fails to give the father opportunity to exercise his visitation rights, she can be sanctioned by the Court which has new powers to find and bring her into court under the "Uniform Child Custody Jurisdiction and Enforcement Act" that became effect 7/04.
