Legal Question in Family Law in Mississippi

Hi my name is Trish and my question is about child support. When I was 17 I was drugged and raped. The guy that did it admitted to it but was never punished. When my son was 3 months old he was ordered to pay $136.00 a month. My son is 7 years old now and has mental health problems due to the drugs. I have never received a penny from him. He is in prison now for a different crime. I would like to know if there is any way I can still take him to court for the child support. I need the money to pay for my sons medicine. Thank you so much for your time. Even if you can't help.
