Legal Question in Banking Law in Missouri

I have a close friend who has traveled to Malaysia to do contract work. He failed to contact his bank in VA before departing and inform them he was leaving the country. Now he has tried to use his bank acct from VA to access money to operate on and they have frozen his acct. due to not being able to identify him. His daughter went with him to this country and she is in urgent need of medical care. The hospital she is in, is demanding money before treatment will be rendered. My question is : Can he legally make myself his power of attorney or what can be done so, that I can legally get his funds from the bank to him? I am in desparately needing some legal help in pursuing this matter. Any advice will be greatly appreciated.

Your friend can make you his attorney in fact, and you can petition to have the funds released. He can choose to write you a check, that you would present for payment at his bank.
