What is the difference between Legal and Constitutional?

One has to do with the governmen, and the other deals mostly wiht the citizens of the government. Constitutional means that the supposed action being taken by the State, does not violate the limitation of powers described or referenced in the constitution. Legal means that the activity by some citizen does not violate a law set by the state. It can also mean that an action by a governmental body does not violate the law of a superior governmental body. i.e. a state agency cannot violate federal law.
