If I had a SIS for possession of perphinilia and completed since Oct 2010 will it show up on a fingerprint background check in MO or KS, never arrested for it though

It is unclear how one gets to a Suspended Impositon of Sentence without ever being arrested for the crime. Getting a ticket or citation is a modern substitution for arrest, and means about the same. Neither a ticket nor a citation require you to provide a fingerprint, in most cases.

It is likely that an FBI finger print check will show the SIS, no matter which state it was in. If the paraphenalia case occured in Missouri, it may not show up on a state fingerprint check, if you have no other reason for your fingerprint to be on file. If you got a Kansas diversion instead of an SIS, a fingerprint check might show that diversion, as Kansas sometimes requires more personal information be entered when doing a fingerprint check. It is like they do an automatic arrest record check simultaneously.
