My sister was charged with Possession of Controlled Substance Except 35 Grams Less Marijuana (Felony C RSMo: 195.202). On average what will a judge sentence a first time offender?

Your sister needs to hire an attorney. She must not just plead guilty and leave it up to a Judge. A lawyer may be able to defend the charge, or negotiate a plea bargain that will avoid prison and maybe even avoid a felony conviction on your sister's record.
