I'm 23 at the age of 16 I wasa ward of the state and my mother recieved 4990.90 off me and I have to pay it back can I sue her

Under the facts you described, you may be able to sue your mother for subrogation. That is you name her as someone who owes you for reimbursement, if the trial court determines that you owe the money.

If the money was paid to your mother, while you were a minor, it is odd that the pair would come after you. You may want to have an attorney address that claim directly.
